The HRSS will lead the development of the SMS management system for heritage railway, with inbuilt risk assessments to underpin SMS content, rationale detail to demonstrate thought processes or explain background to a user who might not otherwise understand. There will be the facility for everyone to propose and discuss changes or comments, and a version controller for individual railways to manage SMS changes into the organisation.

The SMS is not just a document, or even a suite of documents, but a whole safety culture in an organisation. The systems, processes and policies at the heart of the organisation will lead the culture at all levels.
